The Marketing and Visitors Bureau sponsors a costume design contest on Halloween.
Halloween is West Hollywood's most celebrated holiday. It's a parade of wild costumes and community spirit. And this year was no exception, especially at the final round of West Hollywood Marketing and Visitors Bureau's first annual Project Masquerade.
Three finalists made their way through the Santa Monica Boulevard crowds Monday to , where Andy Keown, director of communications, announced the winners.
