Commentary: Proposed City Budget Creates Questions

Why is spending for city staff salary and benefits increasing so dramatically? Why is the city trying to create new staff positions but eliminating a code compliance officer? Why isn't the city earmarking money to purchase land for pocket parks and garden

As a 10-year resident of West Hollywood, I've lived in three different neighborhoods -- the Eastside near Plummer Park, the Westside in the Norma Triangle, and now the Center City just south of Laurel Avenue Park (the former Weisman/Tara homestead). I've participated in city meetings and spoken before the city council, but this is the first time I've really spent time with a proposed city budget, and I've found several items which concern me greatly.

*Given the recent pension reforms that voters in San Diego and San Jose overwhelmingly voted for, the below excerpt from Page 30 of the WEHO budget particularly struck me:

Wages & Fringe Benefits are the City's largest expenditure making up approximately 38 percent of General Fund expenditures in the Fiscal Year 2014 Budget. Wages and fringe benefits have increased due to several factors, the most significant being the completion and implementation of a city-wide classification and compensation study in June of 2006, moving to an enhanced retirement system in December of 2007 (QUESTION:  what were these enhancements and when were they ever publicly discussed?), and the increasing cost of PERS retirement benefits (QUESTION: why are these increasing?). These increases have resulted in significant growth in wages and fringe benefits spending over the last few years, (OBSERVATION: during the greatest economic downturn since the Great Depression!) but the City does not anticipate any additional significant change in wages and fringes anytime soon.

(OH, REALLY?)

Then, on Budget Page 24, a table on the "Use of Operating Funds" shows the following for Wages & Fringes:

  • FY 2010 Actual:  $24,049,157
  • FY 2011 Actual:  $28,134,397
  • FY 2012 Budget: $27,828,252
  • FY 2013 Proposed: $29,009,483
  • FY 2014 Proposed: $30,380,654

OBSERVATION:  That's a 26 percent increase from 2010 to 2014 for wages and fringes during a time of severe belt-tightening and recession.

Also, the proposed budget asks for an increase of 5 full-time equivalent positions, from 203 to 208 city employees. One wonders whether all of this is ultimately sustainable.

*Pages 10-11 mention creation of a Special Events Manager position and an Economic Development and Cultural Affairs Coordinator at the same time that they call for elimination of one Code Compliance Officer.

Given community concerns – such as those emanating from the Hudson Block Party debacle, the flouting of noise rules by the Mondrian Skybar, etc – I’d prefer more emphasis on compliance and enforcement, and recommend that this code compliance position NOT be eliminated.

*On Budget Page 13, it’s good to read that the General Fund remains strong but disconcerting that special revenue funds are running continued deficits. I don’t think any of us like “continued deficits.” Thus, I am concerned that, while the city has enough funds from Proposition A to support transit-related social services (such as taxi coupons and Dial-A-Ride), there is not enough for 2013-2104.

Where is the city proposing to get funds for these needed services?

What will be cut to support them or what are the new revenue streams?

* Page 14 says that the Sunset Boulevard Business Improvement District (BID) fund remains in deficit due to unpaid BID assessments by some of the current and former businesses. The city is working toward collecting long-standing receivables. How much money are we talking about here and why are the receivables so “long-standing?”

*Page 10 mentions that the WEHO Rent Stabilization and Housing Department will be become a division within the current Human Services Department. As a renter, I was concerned about this development.

However, upon closer inspection, what are being eliminated are two high-level management positions -- that of the former RSHD Director (Allyne Winderman) and Housing Manager (Jeffrey Skorneck) who have now left the city’s employ. With 1 rent stabilization manager and 11 other rent control counselors/project development administrators remaining onboard, it appears that functions related to rent stabilization/control are NOT being eliminated, and that’s a good thing.

*Page 246 regarding a new “West Hollywood Civic Building” frankly startled me and Steve Martin has written a lengthier post on this topic for the Patch. I went to the city’s new General Plan, and nowhere could I find mention of such an idea. The 28 action items identified under “Infrastructure, Resources and Conservation” of the General Plan do not mention a new civic building. How did this idea come about at a time when a new $16 million parking garage has been touted to the community as a much-needed improvement for keeping the current City Hall operating smoothly? I say stay put on Santa Monica Blvd. at Sweetzer in the Center City, and do NOT approve a $212,000 feasibility study for a new city hall.

*It is wonderful that the city is environmentally attuned to green building standards and that the Human Services Department is involved in a “Greening West Hollywood Plan.” But what I would like to see additionally is more green spread throughout and remaining on the actual ground of our tiny city. Some officials will remember my speaking twice in closed City Council session urging purchase of the lot that served as the now closed Norwich Community Garden. When the price dropped to $650,000 (from a previously outlandish $1 million), I would have thought the City would have grabbed at the opportunity, but it has been lost.

I wonder why this opportunity was never publicly discussed as was the renting of the lot for the new Detroit Street (at Lexington) community garden on the Eastside? I do thank the city for the new Detroit garden, but where’s the transparency regarding the Norwich lot on the Westside? Was there a vote on buying the Norwich lot, and who voted for it and who voted against it? I urge the city to set aside $600,000 for possible future purchase of empty lots that could serve as pocket parks or community gardens.

*And as a former member of the city’s 2011 Bicycle Task Force and now a member of the newly-formed West Hollywood Bicycle Coalition (financially operating under the umbrella of the recognized non-profit Los Angeles County Bicycle Coalition), I thank the city for the new bicycle lanes along San Vicente Blvd. and look forward to continued bicycling enhancements as identified under capital improvement projects related to Pedestrian Safety (Page 247), Pedestrian & Bike Improvements (Page 249), Neighborhood Traffic Control (Page 250), and Streetscape Furnishings (Page 262).

I urge all of those who visit the Patch to take some time, if possible, to look at the budget. It can be daunting, but check the Table of Contents, find subjects that really resonate with you, and make your views known to the city, whether in writing or at the June 18 City Council meeting. Victor, Thank you for your diligence. So glad you pinpointed the items you did – they deserve serious scrutiny. Between your post and Steve Martin’s and mine, I hope residents - who don’t go through the budget page by page like you and I did - will become aware and understand more accountability is necessary. We have an absolute need for greater transparency and deliberation before this 2-year Budget is rubber-stamped.

We need a Lightfoot or Martin as one of the decision makers here in West Hollywood so that the spending is done wisely on projects that serve the community and not the ego's of certain people who should remain nameless with power

I agree with Paul's comment although I am not the Martin for the job. And we need a Victor Omelczenko. Thank you for putting in this work and sharing it.
We need a spending czar to make sure we spend our considerable resources more wisely.

Bravo Victor. You certainly put much of this proposed budget into perspective for many of us who cannot make head nor tails out of this 300+ page docudrama. Yes, between your blog, Steve Martin's and Sheila Lightfoot's, we readers have a better understanding. All three of you have been involved with the workings of this city for many, many years and I trust your opinions. I find it very troubling that there is little transparency at city hall and almost no accountability. When pressed, I find there is an air of arrogance permeating from some of the "powers that be". The time is now for the community to rise up and be counted by going to the City Council meeting tomorrow night to voice your opinion. It can no longer be business as usual, there is much to much to lose.

Martin coulda shoulda won the last election over Heilman. Seems with just a little more push and pull, he coulda woulda. The unfortunate thing is that Heilman is now ensconced for more years to foul things up even further as his 4 little ducklings paddle along behind him. I would suggest that Martin (or Lightfoot) run a strong campaign against Prang, since he is obviously a 5th wheel on a 4 wheel vehicle. I think that well known & respected community leader & activist Lauren Meister would be a perfect candidate for this election. She has already shown her strong leadership skills, her vast knowledge re land use, her willingness to buck the system to do what is right for the people, although we can see how far that got her as D'Amico's appointee to the Planning Commission. Meister is already proven to have all the promise, & leadership abilities D'Amico said he has, but doesn't. Having Meister win a seat on the City Council would be sweet revenge for those of us who were caught off gaurd & stunned by the way she was treated as D'Amico's appointee. I would rather see Meister on the City Countil even than D'Amico, since she seems to have such better judgement & so much more of a handle on reality. I do not know either Martin or Meister, but I have made enough (astute) observations and have maintained a reasonable interest in WeHo elected office holders behavior/actions through time, to have an educated & objective sense of their character and leaderhip abilites.

I would like to add a comment that is meant to be another observation on this site only, and not to be critical of anyone else's input, commenters are free & entitled to say what they wish. But seriously, I would very much like to see less meaningless fluff, like carrying on about replanting the grass in the park, or endless comments regarding the rainbow colors on the cross walk, which ultimately will be as they may be, and will impact no one's life in any way, and more input regarding things like the next election and what we can do to make the changes we need on the city council, what we can do to have more of a voice at city hall, and what we can do to make city hall understand that we have & intend to use the power to make these changes. The only way to get the attention of careeer politicans is to persist in making alot of loud noise, and above all to vote. Otherwise they play deaf, dumb & blind to the will of the people. I know. This has been going on for many years and only gets worse. The grass will grow, the wind will blow, the colors will fade, etc., regardless of any comments written here. But it takes human input & action to bring about changes in government that improve their living environment and the quality of their lives.

I agree with ALL you say GGCB in your last two posts. The city leaders clearly don't deserve to be called such. They have let us down, and your observation re. D'Amico and the Meister debacle clearly proves that. We need Martin and/or Meister and/or Lightfoot to make a run and perhaps get us on the right track. I would volunteer for them. Bottom line--it is the developers and the outsiders, like our city manager (!), who run this town--the 1 per centers need to stay on track, don't they? Residents are only cash cows. WEHO ain't any different from the rest of this sorry country. They try to distract us from their thievery by focusing our attention on the little bones they throw to placate us and our individual pet projects. It has worked, hasn't it? And it probably always will. People are too complacent.

I would be open to Lauren Meister in the future. Though I didn't vote for her three years ago (after we had a nice chat on the phone and I ultimately wasn't convinced by her answer to my question), I'd be interested to learn more about her.
There is no way I would ever consider voting for Steve Martin. I've followed his campaigns over the years, and I have been less impressed each time. Maybe if he were the sole alternative in a year with three candidates he might have a chance, but in a multiple candidate field dividing the opposition, I can't imagine him ever gaining enough votes. He's alienated far too many people from what I can see from discussions in my neighborhood with other voters.

I know the term "we need new leadership" is trite & over-used. but we need new leadership. I submit the following only out of concern for our city & our future & it is not meant in a mean spirited way, but as an honest assessment. Jeffrey Prang must go. He is like dead weight on a sinking boat. He has been nothing but a lap dog for Heilman & Land throught the years, wandering around looking for new ways to please them & come back to them to get his head stroked. What kind of leadership has he shown for so many years on the city council? I would submit- none! Look at his work history. His "jobs" reek of political opportunism, ostensibly created for him by connected cronies within related systems. He "worked" in the office of Sheriff Lee Baca, as one of multiple "city managers" in Pico Rivera, & now as an agent of "transparency and public integrity" to the alleged crook & county tax assesor John Noguez who is now on requisite leave from his own office. He doesn't seem to have been very effective there either. All of these agencies/people have come under public scrutiny for alleged illegal and/or irresponsible behavior and are under investigation. Prang's work history alone is enough for me to realize that he tries to survive by sucking on the taxpayer's tit through hand-out jobs and his place on the city council has become nothing more than a voter hand-out as well. He is one of the 1st changs that needs to be made & replaced by a new council member who is a real leader.

Well, I have known Steve Martin since 1984 and he has always been invested in West Hollywood even before it was a city. I know Miss Meister is honest and qualified so I would vote for either or both of them if they are on the ballot next March.

Presently there is not one sitting West Hollywood council member deserving or qualified to be making decisions about West Hollywood. They are all dreadful! They all get an F- and should all resign.

Bravo Victor - reading that financial psychobabble was a rare feat of bravery. I suggest you read or at least glance at the budget for the same period for the City of Beverly Hills. It brings up, to me, the question: Who does WeHo think it is?

Somehow I think putting Rent Stabilization as part of another division will weaken it even further than it already is. We need stronger laws that actually punish landlords who refuse to do the maintenance the City mandates them to do. A measly rent reduction isn't enough. We need actual punitive punishment for some of the worst (like mine) landlords that the City is aware of.

Victor has done an admirable job pointing out some seemingly problematic issues in the budget. It might be really helpful to everyone if we could focus on the budget and the points he brought up or other areas of concern without getting ahead of ourselves and casting the next City Council. John Heilman remarked at one point that for the most important issue of the year/on the agenda there was no one apparently looking into or questioning it. I don't recall his exact words but I do remember this was serious. If folks don't feel comfortable posting their comments perhaps they will take the rime to send an e.mail to CC whether it be a question, a concern or an idea. Those are the issues that many can hopefully work with devoid of personal opinions and animus.
