Thursday's Scoop: Planning Commission to Review Zoning Ordinance Updates

By law, the Zoning Ordinance must be made consistent with the newly updated General Plan within a reasonable period of time.

Greetings, and welcome to today's City Scoop. Here's what's happening Thursday in West Hollywood:

City Meetings:

Planning Commission Meeting

The main item on the Commission's agenda is a discussion of the Zone Text Amendment process and implementation of the West Hollywood General Plan 2035, which was adopted Sept. 6, 2011. Since the adoption of the General Plan, staff has brought forward one Zone Text Amendment containing changes to the Zoning Ordinance to reflect new land use designations, as well as changes to the Zoning Map. The meeting is set for 6:30 p.m. in Council Chambers at the .

City Council Closed Session

The purpose of the Closed Session meeting is to conduct the annual Public Employee Performance Evaluation of the City Manager Paul Arevalo. Mayor Pro Tem Jeffrey Prang explains his latest post: "All City of West Hollywood employees are evaluated on a routine and confidential basis every year. This is standard procedure for all California local governments." The meeting is taking place at 6:30 p.m. in the Community Conference Room at .

The Forecast:

The National Weather Service forecasts sunny, mostly clear skies, with a high near 73 and a low around 50. Expect breezy weather, with a north northeast wind 10 to 15 mph increasing to between 20 and 25 mph. Winds could gust as high as 35 mph, reports the weather service.

THE PLANNING COMMISSION - If anyone has followed recent meetings, the Planning Commissions has already made decisions about the implementation of the New Zoning with completely different official decision about the application of the Unknown "John Heliman" Pushed Through Zoning Changes. Developer 1 who made added the a low income unit at the Planning Commission 'suggestion', did so, but skipped on the bonus that comes with it by law - let it just sit unused (which then went where? To the "non-profit" city/private run housing authority that collects theses bonuses that the Planning Commission strong arms the Developers to do, and once enough are gathered, they build the giant most destructive projects, such as carls jr and jons market. In case 1 - there was decided that since the plans were made just before the zoning change, it was 'grandfathered' in and exempt from the changes. In case 2, the developer (quite smartly) developed a projected per all the legal requirements and skipping the Planning Commission's process of messing things up. In the face of legal advice that project 2 was grandfathered, and nearly complete and therefore could not be subject to the new zoning, the Planning Commission imposed the new zoning with a stated punitive intent and despite the legal advice that it was not proper to do so. NOW THEY ARE MEETING TO DISCUSS WHAT DECEMBERS ZONING CHANGERS ARE AND HOW TO APPLY THEM. THEY ALREADY HAVE BEEN MISAPPLYING IT FOR BAD CAUSE.
