The HOA President did not return West Hollywood Patch's call for comment on Friday.

Forrester said that he has been renting the condo for about 9 months, and that he sometimes has dinner with a friend who needs two service dogs to pull him to safety and fetch aid, such as food and medication.

Forrester alleged that earlier this week he was confronted by the HOA President while waking his friend back to his car.

"I was escorting my friend to his car. The homeowners' association president harassed and threatened me," Forrester claimed. "I told him 'you need to speak to my landlord.' He continued to threaten me."

Forrester further alleges that the morning following the encounter, he found that the air had been removed from his car's tires.

The Larrabee Spa lease agreement states that "[no] animal, pet,
antenna/satellite dish or water-filled furniture shall be kept on or about the premises without the prior written consent of the Owner."

Forrester said he had received permission from his condo's owner to bring pets onto the property. Further, an addendum to the Larrabee Spa Homeowners' Association rules and regulations states that service animals are allowed onto the property.

"They shouldn't be harassing me," he said. "They should be approaching the landlord."
